CMHS Announces Availability of Targeted Capacity Expansion Grants for Jail Diversion Programs
The Substance Abuse and Mental Health Services Administration's (SAMHSA)
Center for Mental Health Services (CMHS) announces the availability of funds for a new round of Jail Diversion Target Capacity Expansion (TCE) grants. These grants will promote the transformation of systems to improve services for justice-involved adults with mental illness. This initiative will provide funds for programs designed to divert individuals with mental illness from the criminal justice system to community-based systems with integrated mental health and substance abuse treatment and appropriate support services. Jail diversion options include pre-booking and post-booking programs, including mental health courts.

Eligible applicants include chief executives of States, political subdivisions of States (i.e. cities, counties), Indian tribes and tribal organizations working through agreements with other public and private entities to develop and implement jail diversion programs.
It is expected that funding will be available to provide up to $400,000 in total costs for six new grantees. Beginning
in FY05, funds will be available for up to three years and will support both planning and implementation phases of
jail diversion program development.
