One of the most dramatic public policy shifts (some refer to it as a "social experiment") in the last 25 years in the United States has been the near quadrupling of the number of people who are incarcerated. The number of people incarcerated, on probation, or on parole, at any one time is 6.5 million, an increase of 240 percent since 1980.
