Program Overview
The Muscogee County Mental Health Court initiative resulted from a collaboration of numerous organizations and agencies, including NAMI Columbus, the Muscogee County Sheriff's Department, the Columbus Consolidated Government, New Horizons Community Service Board, and many officials of the court system at the Recorders, State and Superior Court levels. The Muscogee County Mental Health Court began operations in March, 2004. Mental Health Court is held at both State and Superior Court.

The King County Mental Health Court is struggling to balance its success in referrals with resources earmarked for it. Especially in terms of size of court calendars and available calendar time, caseload/ workload numbers, etc. The dedicated defense team and other team members are feeling overwhelmed and are asking how other MHCs address caseload and calendar size. Can you provide info from your court re this? Our caseload is about 1/3 felony reduced to misdemeanor and 2/3 misdemeanor charges.

We also have difficulty with ever increasing numbers of referrals, and limited resources. Our court operates differently. We have two separate courts - one for felonies and one for misdemeanors, and the caseloads for each are growing. To date, we have not had to refuse to accept an appropriate referral due to lack of resources, but this is a possibility in the future. Having two separate courts seems to help with court/calendar time, but actually is more work for MH Casemanagers to go to do different courts.

Program Description
Muscogee County Jail health clinic staff screen all incoming persons at the Jail. Persons who appear to be mentally ill, or are known to be mentally ill from previous contacts, are referred to the mental health provider (New Horizons Community Service Board)for further evaluation. Participation is voluntary. All participants must be charged with misdemeanors or low-level, non-violent felonies.
Outcome Data
Data for outcome evaluation is being gathered, and will be analyzed through a contract with Betsy Witt, Ph.D. of Stephenville, Texas.
